MCRA Officer Biographies

President

Col Robert Donaghue, USMCR (Ret)
Bob is the Operations Manager, Security Department, Brigham and Women's Hospital in Boston. He had a distinguished Marine Career, most recently as Chief of Staff II MACE for which service he received the Legion of Merit. Bob has been active in MCRA/MCROA for over 25 years.

LtCol Gary Schroeder, USMCR (Ret)
Gary joined the PLC Program in March 1957. He received his B.S. degree in Mechanical Engineering from the University of Michigan in February 1959. He attended 2-59 Officers Basic School followed by a 13 month tour in Okinawa with the 12th Marines. He completed his 3 year Active Duty tour at Camp Lejeune in the G-3 Section, 2nd Mar Div. Following Active Duty he served a six year tour with the 6th 155 How Btry in Joliet, Illinois, and then joined VTU 9-12 upon promotion to Major. Transferred to the York International headquarters in York, Pennsylvania, Gary joined VTU 4-14. Upon promotion to LtCol in November 1977, he assumed command of MTU PA02 and undertook the assignment of providing war gaming for the 25th Marines. Transferred to Houston in 1982, he joined MTU TX05 where he completed his career, retiring in 1985. In 1998 he retired from York International after 35 years of service. Gary has been active in MCROA/MCRA and the MCL. He is VP of the MCCC of Central Pensylvania, 1st/4th Marine District advisor of the MCL, VP of Chapter 114 of MCRA.

LtCol Thomas (LPM) Howlett, USMCR (Ret)
LPM joined the PLC program in 1960. He received his B.A. in mathematics and M.A. in education from the University of St. Thomas. He graduated from The Basic School in 1965 and served for five years and two months on Active Duty, including a tour in Viet Nam. He left Active Duty with orders to join the Reserve unit in Green Bay. In addition to serving in several Reserve units, he also served numerous special assignments, retiring from the Marine Corps Reserve while serving as the senior mathematics instructor for MECEP at MCRD, San Diego. His civilian occupation was in education. At the time of his retirement, he was a member of the IT faculty at Fox Valley Technical College.

SgtMaj Joseph Staudt USMCR (Ret)

Joe Staudt began his Marine Corps Career on 11 November 1977 and served for over 32 years until his retirement in January of 2010. His early experiences saw him meritoriously promoted to both PFC and Corporal. He was promoted to Staff Sergeant as a member of the IRR and attended all the SNCO Courses following his return to the SMCR and promotion to Gunnery Sergeant. Joe was promoted to First Sergeant in 1997 and Sergeant Major in 2000. He saw action in Desert Shield/Desert Storm and Operation Iraqi Freedom. As a First Sergeant he served with 4th LAR. His Sergeant Major assignments include 3d Bn 14th Marines, Marine Air Group 49, 4th Civil Affairs Group, HQMC, M&RA as the Reserve Affairs Sergeant Major and at the Office of the Secretary of Defense as the Senior Enlisted Advisor to the Assistant Secretary of Defense for Reserve Affairs; he was the first Marine to serve in this Joint Billet. His personal awards include the Defense Superior Service Medal, Bronze Star Medal, Meritorious Service Medal with Gold Star, Joint Service Commendation Medal, Navy /Marine Corps Commendation Medal and Navy / Marine Corps Achievement Medal.

GySgt Tom Green USMCR(Ret)
Tom served in the U.S. Marine Corps from 1967 - 1976. During this period he served in Vietnam in 1968, 1969, and 1970 with the 5th Marines. Following his Active Duty service, he joined Co A, 1st Bn, 25th Marines in Manchester, NH. In 1979 he reenlisted in the Active Duty Marine Corps and retired from HQMC in 1989. Personal decorations include the Joint Service Commendation, Navy Commendation, and Navy Achievement w/Combat "V." In addition he was nominated for Federal Employee of the Year in 1986. In 1989 he became a full-time staff member/office manager of the former Marine Corps Reserve Officers' Association, now the Marine Corps Reserve Association. He served as the Association Deputy Director from 2002 until stepping down in 2004 to pursue other interests.

Colonel Ken Hopper, USMCR
Ken began his Marine Corps career in May 1979 and served 30 years until his retirement in June 2009. Upon receiving his Naval Aviator wings in 1982, he reported to VMGR-252 where he served as the squadron safety officer. He deployed for a six month deployment to Okinawa, Japan and flew with VMGR-152 serving as the squadron Training Officer. Upon his return to 252, he entered the maintenance department serving in each division within the squadron. In 1988 he reported to the United States Navy Flight Demonstration Team, Blue Angels, to fly “Fat Albert”. Following completion of his third year with the team he was ordered to VMGR-352 and flew combat missions during Desert Shield/Desert Storm. He entered the IRR in 1991 for one year and joined the SMCR with MAG-41 in Dallas, TX serving as the Ground Safety, Ground Training, Assistant Operations and finally Logistics Officer. From 1997-2000 he served as Detachment Commander twice for two combat deployments to support Operation Northern Watch. From 2000-2002 he served as Commanding Officer of VMGR-234. Following a successful tour he was recalled to active duty and ordered to I MEF where he began as the Assistant Air Officer. When I MEF was ordered to Kuwait and Ken became the Air Officer for the first six months of Operation Iraqi Freedom. He was promoted to Deputy G-3 for the MEF and served as the I MEB G-3 for the last 4 months. He deployed again in 2004 with I MEF for OPERATION IRAQI FREEDOM II and served as the Deputy G-3. He was selected in 2004 to serve as the Chief of Staff, II MACE and served in that position till 2006 when he was released from active duty. He entered the IMA program and was selected to serve on the joint Staff, J-3 The Pentagon as a Team Chief, National Military Command Center for one year. He was then selected to serve as Branch Chief, J-34 Homeland Defense. During this tour he served as the Senior Marine on the Joint Staff. His personal awards include the Legion of Merit, Bronze Star, Joint Meritorious Service Medal, Meritorious Service Medal, Navy/Marine Corps Commendation Medal with Gold Star, Navy/Marine Corps Achievement Medal, Military Outstanding Volunteer Medal, and the Joint Chief of Staff Badge.

Staff Judge Advocate

LtCol Charles Allen, Jr., USMCR (Ret)
Charley is MCRA’s Staff Judge Advocate. He served in Combat Operations in Vietnam as a Forward Observer (FO) with G/3/11 assigned to 3/7. Later in his tour, Charley served as Industrial Relations Officer with the First Marine Aircraft Wing. In civilian life, he is a lawyer engaged in the general practice of law in Roanoke, Virginia. He has been an active member of MCRA/MCROA for over 25 years and is the organization's "Corporate Knowledge. " Charley received his JD degree from William and Mary in 1974 and is admitted to practice law in Virginia, the U.S. District Court of Military Appeals and U.S. District court for Puerto Rico. He is fluent in both Mandarin Chinese and Spanish
