To my colleagues in Reserve Affairs:
I apologize for the impersonality of this message, but I want to let all of you know that I have submitted
my resignation as Assistant Secretary of Defense for Reserve Affairs. I previously coordinated this step with
Dr. Stanley and with the White House Personnel Office, and expect that I will leave office on 1 June.
As I told Dr. Stanley, I feel a sense of profound gratitude for being able to serve in this Administration
and its Department of Defense. The two years I have spent in this office have been challenging and
rewarding. I would like to think that during that time, our combined efforts have had a positive impact on
the overall readiness of our reserve components and have helped to develop a more expansive understanding of
the "total force."
But after 41 years of Marine Corps service and a two-year return to government (not to mention repeated
postponements of my promises to Rosemary) it is time for us to return to Columbus. Our two sons have been
mobilized for OEF deployments and we feel the need to be full time grandparents, especially for the next
12-months or so.
In addition to family responsibilities, I plan to remain engaged in national security policy, especially in
the area of civil-military relations and the effective use of our total force. I leave behind a number of
ongoing projects in those areas - a fact that causes a degree of regret. But I am very confident that the
team serving at Reserve Affairs, a re-energized Reserve Forces Policy Board, and the new RA leadership will
continue to push forward on the President's Guiding Principles of "Rebalancing Defense Capabilities" and
"Using all elements of American power." I will certainly seek ways to support your efforts.
I thank each of you for your loyal support over the past two years. More importantly, thanks for your
commitment to the defense of our nation. I wish you the very best success as you continue your work on
behalf of Citizen Warriors, their families and employers. DMM

Tornadoes Damage Camp Lejeune and Surrounding Area
Subject: Urgent Help Needed at Camp Lejeune
Marines, FMF Corpsmen, and Friends of Marines
As you no doubt are aware, a terrible tornado ripped through Jacksonville, NC earlier this month wreaking
havoc on the town and on Camp Lejeune.
The Tarawa Terrace II housing area at Camp Lejeune has been heavily damaged and over 40 Marine families
have been displaced or otherwise lost many personal items including food. 100-200 families have been
affected by losing power which may be off for some time. The Camp Lejeune ASYMCA and USO Jacksonville
have requested donations of baby items (IE - Baby wipes, diapers, food items) ASAP. They really request
monetary or gift card donations to area business locations such as Wal-Mart, Food Lion, etc as these can
be distributed quickly. Our Marines need us and you help. Please contact Amanda Crompton, at Pioneer
Services of Jacksonville, at 910-577-3036 for information on how to make your donations. Marine Corps
Commandant General James Amos toured the housing area and held a Town Hall meeting with area volunteer
organizations.

MCRA Board Members Meet with Reserve Affairs Staff Members

SgtMaj Staudt, LtCol Howlett, SgtMaj Boyer, Col Donaghue, LtCol Schroeder
On 13 April 2011 a delegation from the Board of Directors met with some of the section heads of
the Reserve Affairs Division to discuss matters of concern to both the Marine Corps and the Association.
Col Donaghue started the conversation with the question, "What can the Association do for the Reserve
Affairs Division?" Various Board members explained some of the things the Association does for the
Reserve including:
1. An awards program to recognize the outstanding Reserve units in various categories as well as
outstanding performance by individual officers. Although not done in the past under the old MCROA, we
now intend to include awards to enlisted Reservists for outstanding performance.
2. Keep membership informed about legislation under consideration that may affect all service members
and in particular Marines; Active Duty, Reserve, and Retired.
3. Post the location of Reserve units on the Association Website.
4. Post billet vacancies in Reserve units.
5. Direct members (and non-members) to the appropriate agencies for assistance.
6. On occasion in the past the Association has been asked to testify before Congress on Marine Corps
matters.
The Reserve Affairs Division heads present at the meeting outlined issues and programs of particular
concern at this time. One concern of great importance is the company grade manning levels in
Reserve units. Having reached a low of 21% of billets filled, special attention to this problem has
improved the situation to 42% filled with a goal of reaching 90% fill. Three programs have helped to
improve the company grade fill level:
1. The Warrant Officer program which has allowed outstanding enlisted Marines to move up to appropriate
company grade billets.
2. A bonus program for company grade officers leaving Active Duty to join Select Marine Corps Reserve
units.
3. Started in 2006, the Officer Candidate Course Reserve (OCCR) program offers college graduates the
opportunity to earn a Reserve commission to serve in a Select Marine Corps Reserve unit. Upon
successful completion of OCCR, candidates receive a Reserve commission and go on to The Basic School
and the appropriate MOS school before reporting to a Reserve unit. The emphasis of this program is
to fill combat unit billets.
Another concern is Professional Military Education. Rotation between IMA billets and SMCR unit billets
is one of the goals to ensure "cross-polleniation" of company grade officers for career progression.
A two week course will be offered at the Marine Corps University for senior staff officers and MGySgts
for joint staffs. The course will contain practical applications for the current situation in Afghanistan
as an unclassified course. Unlike other other courses offered by the University which use theoretical
situations, this course will use actual situations with any classified information deleted.
A lengthy discussion regarding the change from the strategic Reserve prior to the Global War on
Terrorism to the current operational Reserve deployment schedule. The goal is to have units deploy
one out of every five years. As the current situation winds down, units might be deployed to Okinawa to
replace an Active Component unit for six months. Such a deployment schedule would ensure that the
operational Reserve during peacetime will be available as a stratigic Reserve for total mobilizational
if ever required.
Problems identified with the operational Reserve concept:
1. Employers have dificulty with human resource planning.
2. Getting jobs for returning young Marines especially thise who did not have a job prior to deployment.
3. Family issues, especially for those units not located near military bases:
a) Availability of Exchange, Commisary and other services.
b) Availability of Medical coverage. Tricare Reserve Select appears not to work as planned. There is no
smooth transition between Tricare Reserve Select and Tricare for Active Duty members. In addition many
local medical providers refuse to accept patients covered by Tricare.
The meeting closed with the exchange of business cards and a good feeling that the Association can and will
provide continued support for the Marine Corps Reserve and the Marine Corps as a whole.
The 2011 Congressional Reception
Honors Senator Webb on 13 April with the Frank Tejeda Award

The Association honored Senator James Webb on 13 April 2011 with the Frank Tejeda Leadership Award. This
award is presented annually to a member of the U.S. Congress who has supported the Total Force Marine Corps
and National Security.

Senator Webb is a 1968 graduate of the Naval Academy and chose to be commissioned as a Marine. He graduated
first in his class at The Basic School, Quantico, Virginia. Webb served with the Fifth Marines in Vietnam as
a rifle platoon commander and a company commander. He was awarded the Navy Cross, the Silver Star,
two Bronze Stars, and two Purple Hearts. He later served as a platoon commander and as an instructor at the
Marine Corps Officer Candidates School. His final Active Duty assignment was serving as a member of the
immediate staff of the Secretary of the Navy. He left Active Duty in 1972.

Following his service in the Corps he attended Georgetown University Law Center and received his J.D. in
1975. He then served as counsel to the House Committee on Veterans Affairs. In 1984 he was appointed as the
first Assistant Secretary of Defense for Reserve Affairs and in 1987 he became the first Naval Academy
graduate to serve in the military and then become the Secretary of the Navy.
Jim Webb has demonstrated a committment to the National Security interests of the United States of America.
in 2007 he arrived in the United States Senate and put that committment to work, immediately introducing a
comprehensive GI Bill for those who have been serving since September 11, 2001. He also guided the most
significant veterans legislation since World War II through the Congress.

General James Amos, Commandant of the Marine Corps, began the presentation of the award to Senator Webb
with a detailed history of the late Congressman Frank Tejeda. His service in the Marine Corps and in the
Congress was an outstanding example for others to serve our Nation. Certainly it is fitting and proper to
honor Senator James Webb with the Frank Tejeda Leadership Award.
LtGen. John Allen, USMC, Tapped to Replace Army Gen. David Petraeus

Marine Lt. Gen. John Allen will be nominated to replace Army Gen. David Petraeus in Afghanistan and
is expected to take command by September, a senior White House official said Wednesday.
During that time, the official said, Allen will “work through the transition, he’ll spend quite a bit of
time in Afghanistan and assuming Senate confirmation, will take command in the beginning of September.”
If confirmed by the Senate, Allen would become the first Marine Corps general in command of U.S. operations
in Afghanistan since operations began there in October 2001.
Following commissioning, he attended The Basic School and was assigned to Second Battalion, 8th Marines
where he served as a platoon and rifle company commander. His next tour took him to Marine Barracks 8th
and I, Washington, DC, where he served at the Marine Corps Institute and as a ceremonial officer. Lieutenant
General Allen then attended, and was the Distinguished Graduate of the Postgraduate Intelligence Program of
the Defense Intelligence College. He would serve subsequently as the Marine Corps Fellow to the Center for
Strategic and International Studies (CSIS). He was the first Marine Corps officer inducted as a Term Member
of the Council on Foreign Relations.
Returning to the Fleet Marine Force in 1985, he commanded rifle and weapons companies and served as the
operations officer of Third Battalion, 4th Marines. During this period he received the Leftwich Leadership
Trophy. In 1988, Lieutenant General Allen reported to the Naval Academy where he taught in the Political
Science Department and also served as the Jump Officer and Jump Master of the Academy. In 1990, he received
the William P. Clements Award as military instructor of the year.
Lieutenant General Allen reported to The Basic School as the Director of the Infantry Officer Course from
1990-1992 and was subsequently selected as a Commandant of the Marine Corps Fellow, serving as a special
assistant on the staffs of the 30th Commandant and the Commanding General, Marine Corps Combat Development
Command. In 1994, he served as Division G-3 Operations Officer for the Second Marine Division and subsequently
assumed command of Second Battalion, 4th Marines; re-designated as Second Battalion, 6th Marines. This unit
served with JTF 160 in Operation SEA SIGNAL during Caribbean contingency operations in 1994, and as part of
the Landing Force of the 6th Fleet in Operation JOINT ENDEAVOR during Balkans contingency operations in
1995-1996.
Following battalion command, Lieutenant General Allen reported as the Senior Aide de Camp to the 31st
Commandant of the Marine Corps, ultimately serving as his Military Secretary. He commanded The Basic School
from 1999 to 2001, when he was selected in April 2001 to return to the Naval Academy as the Deputy Commandant.
Lieutenant General Allen became the 79th Commandant of Midshipmen in January 2002, the first Marine Corps
officer to serve in this position at the Naval Academy.
Lieutenant General Allen's first tour as a General Officer was as the Principal Director, Asian and Pacific
Affairs in the Office of the Secretary of Defense, a position he occupied for nearly three years. From
2006-2008, Lieutenant General Allen served as Deputy Commanding General, II Marine Expeditionary Force (MEF)
and Commanding General, 2d Marine Expeditionary Brigade, deploying to Iraq for OIF 06-08, serving as the
Deputy Commanding General of Multinational Force - West (MNF-W) and II MEF (Forward) in the Al Anbar Province.
Since 15 July 2008, he has served as Deputy Commander, United States Central Command.
Lieutenant General Allen graduated with military honors from the Naval Academy with the Class of 1976,
receiving a Bachelor of Science degree in Operations Analysis. He is a 1998 Distinguished Graduate of the
National War College. He holds a Master of Arts degree in National Security Studies from Georgetown
University, a Master of Science degree in Strategic Intelligence from the Defense Intelligence College, and
a Master of Science degree in National Security Strategy from the National War College. Personal decorations
include the Defense Distinguished Service Medal and the Legion of Merit with three Gold Stars in lieu of four
awards.
Foreign awards include the Mongolian Meritorious Service Medal, First Class, the Gold Medal of the Polish
Armed Forces, and the Taiwan Order of the Resplendent Banner with Special Cravat.
MajGen Hummer, USMC, Selected to Command MarForRes

Major General has been nominated to serve as the Commander of Marine Forces Reserve and Marine Forces
North. Major General Hummer will replace Lieutenant General John F. Kelly who has been selected to work
as the senior military advisor to the Secretary of Defense.
Major General Steven A. Hummer Currently is serving as the Deputy Commanding General of the Marine
Corps Combat Development Command as well as the Chief of Staff to Military Personnel Policy's Repeal
Implementation Team with the Under Secretary of Defense for Personnel & Readiness, OSD, a billet he
has held since January 2011.
He enlisted in the Marine Corps in 1970 and was honorably discharged as a Sergeant in 1973. He was
commissioned following graduation from Albright College, Reading, PA.
As a company grade officer, he served in the operating forces with 3d Battalion, 3d Marines and 1st
Battalion, 9th Marines. His assignments included Rifle Platoon Commander, Battalion Training Officer,
Battalion Operations Officer, and Company Commander. As a field grade officer, he served in the
operating forces with 1st Marine Division (1stMARDIV), I Marine Expeditionary Force (MEF), and III
MEF. His assignments included Officer-In-Charge, 1st Marines Regimental Enhanced Training Section,
1st MARDIV; Operations Officer, 31st Marine Expeditionary Unit (MEU) (Special Operations Capable
(SOC)), III MEF; Officer-In-Charge, Special Operations Training Group (SOTG), III MEF; Assistant
Future Plans Officer, 1st MARDIV; Commanding Officer, Battalion Landing Team 1/1 under 13th MEU
(SOC) and 15th MEU (SOC); and Commanding Officer, 7th Marines, 1stMARDIV, during combat operations
in Operation Iraqi Freedom I. Major General Hummer most recently completed a tour as the Director
of Operations (J-3) for US Forces - Iraq.
Supporting establishment duties include Registrar, Marine Corps Institute; Ceremonial Rifle Company
Commander, Marine Barracks, Washington, D.C; Department Head, Naval Expeditionary Warfare Training,
Expeditionary Warfare Training Group Pacific; and Chief of Staff, Joint Special Operations Command,
with participation in Operation Iraqi Freedom and Operation Enduring Freedom. Most recently, he
served as Commanding General, Marine Corps Base Hawaii, Kaneohe Bay, HI, and Deputy Commander, Marine
Forces Pacific, Camp Smith, HI. From there, he was assigned as the Chief of Staff, US Special
Operations Command in Tampa. He then transferred to the assignment of Assistant Deputy Commandant
for Plans, Policies, and Operations. From there, he served as the Deputy Commanding General for the
Marine Corps Combat Development Command.
Professional military education includes The Basic School, Officers Infantry Course, Amphibious
Warfare School, Command and Staff College, and School of Advanced Warfighting within the Marine Corps
University; and the Air War College.
Civilian education includes a Bachelor of Science degree in Psycho-Biology from Albright College and
a Master’s Degree in International Security Studies from the Air War College.

`Any person who is entitled under chapter 1223 of title 10 to retired pay for nonregular service or, but
for age, would be entitled under such chapter to retired pay for nonregular service shall be honored as
a veteran but shall not be entitled to any benefit by reason of this section.'.
(b) Clerical Amendment- The table of sections at the beginning of such chapter is amended by inserting
after the item relating to section 107 the following new item:
`107A. Honoring as veterans certain persons who performed service in the reserve components.'.

SECTION 1. SHORT TITLE.
This Act may be cited as the `Reserve Retirement Deployment Credit Correction Act'.
SEC. 2. ELIMINATION OF PER-FISCAL YEAR CALCULATION OF DAYS OF CERTAIN ACTIVE DUTY OR ACTIVE SERVICE
TO REDUCE ELIGIBILITY AGE FOR RETIREMENT FOR NON-REGULAR SERVICE.
(a) Effect of 90-Day Periods of Service- Section 12731(f)(2)(A) of title 10, United States Code,
is amended by striking `below 60 years of age by three months for each aggregate of 90 days on which
such person so performs in any fiscal year after such date, subject to subparagraph (C)' and
inserting `, subject to subparagraph (C), below 60 years of age by three months for each aggregate
of 90 days on which such person serves on such active duty or performs such active service after
such date'.
(b) Retroactive Effective Date- The amendment made by subsection (a) shall take effect as of January
28, 2008, and as if included in the National Defense Authorization Act for Fiscal Year 2008 (Public
Law 110-181) as enacted.

A Short Business Meeting Was Held Following the Congressional Reception
A motion was made and seconded to deposit all the life membership dues collected since the beginning
of 2010 into the MCRA Life Membership Trust. The total amount to be deposited is $4,300.00.
LtCol Howlett, Trustee for the MCRA Life Membership Trust, also presented the Board with the first check
from the Trust earnings. Although a very modest sum, the quarterly earnings checks will grow as the
Trust grows in size.

CURRENT STATUS: As of 31 May 2011 the Trust assets have increased to a total of $7,707.06 as a result
of the transfer of $4,300.00 in life membership dues collected by MCRA since the beginning of 2010 as
well as interest of $1.57 earned during the months of April and May.
Now that the Trust has grown, application to an investment company is currently in process and expected
to be completed within a week or less. At that time investments will be made to earn more income. The
investment philosophy will be based on an old Depression Era cartoon told to me by my father many years
ago. "I'm not so concerned about the return ON my money as the return OF my money." It is
a philosophy that has proven to be very successful for me personally over the years.
REMINDER Those who make donations to the Trust by the end of 2011 will be designated as "Founding
Donors." If any members or friends of the Marine Corps wish to donate to the Trust and become Founding
Donors this year, make checks payable to "MCRA Life Membership Trust" and send to:
