MEET THE CHALLENGE
Join the PFC Ryan Jerabek USMC Challenge Run on 14 August 2010

Ryan Jerabek, an 18 year old Hobart, Wisconsin, native had served our Nation in the United States Marine Corps with Honor, Courage, and Commitment. Ryan was assigned to the 1st Marine Expeditionary Force, 2nd Battalion, 4th Regiment, ECHO Co. Weapons Platoon. (2/4 Second to None) He gave his life for the cause of Freedom on 6 April, 2004 in Ramadi, Iraq during Operation Iraqi Freedom. Ryan was awarded the Bronze Star with Combat V for extraordinary heroism. He also received the Purple Heart. This event is planned to take place on the roads that Ryan ran to prepare himself for his service in the Marine Corps.

The intention of this non-profit event is to honor and thank our veterans, all of our servicemen and women, and to Honor and Remember our Fallen Heroes.

The inspiration and driving force behind this event came from Ryan himself. In his senior year at Pulaski High School, he gave a speech about the Marine Corps. At the end of the speech, he implored his fellow students with the following:

"I'd like to ask of you to thank those who fought and are fighting in the battles to keep this country at the pinnacle of Freedom."

Financial Statement for Year Ending 2009


May 15 was the deadline for filing the Association's Internal Revenue Service Form 990. Your new leadership has resolved to keep the membership informed about our financial situation as the best way to be sure we don't have a financial meltdown as we have had in the past. Below is a summary of information contained on the Form 990 for 2009:

NOTE:
1) The drop in membership dues in 2009 can be attributed to the lack of a functioning database to know when to send out renewal notices. Tom Green and I have been working for months developing a new database and loading data from various sources from the old office. We expect that there are a few errors in the reconstructed database, however, now that we have a functioning database, renewal notices started going out in May for members in a current status.

2) Some of the expenses for 2009 are to settle debts incurred during the previous administration. We are thankful to those creditors who were patient with us due to our financial condition.



The 2008 financial statement is republished below for comparison to the 2009 statement. Note that the most significant drop in revenue during 2009 is in membership dues.

ASSOCIATION REPRESENTED IN MEMORIAL DAY PARADE

Lieutenant Colonel Howlett participated in the Annual Memorial Day Parade in De Pere, Wisconsin. Riding in his "Go Fast" car, as Colonel Bob Donahue calls it, this parade entry was greeted with applause, shouts of Semper Fi, and an occasional salute. The driver is a member of the Reserve unit in Green Bay and got a great kick out of participating in the parade. In his civilian life he works for Lou LeCalsey, a former Force Recon Marine.

IMPORTANT NOTICE FROM HQMC

The following is taken from a letter published by the Assistant Deputy Commandant, Installations and Logistics (Facilities)

SUBJ: PAST WATER CONTAMINATION AT CAMP LEJEUNE, NORTH CAROLINA

For many years, the Marine Corps has been seeking answers about the effects of past water contamination on former residents and workers at Marine Corps Base Camp Lejeune.

As part of our efforts to keep our Marine family informed of this important issue, we are asking for your assistance in locating Marines, family members and civilians who lived or worked on board Camp Lejeune in 1987 and before for our Camp Lejeune Historic Drinking Water Notification Registry.

With more than 160,000 members, the registry is a means to provide former residents and workers updated information about past water contamination aboard the base.

Most importantly, we ask that you encourage individuals to contact our call center or go online for additional information and to join the Notificate Registry. Individuals wishing to register should contact the toll-free call center at (877) 261-9782, Monday-Friday 8:30 a.m. to 5:00 p.m. EST, or visit our Website at www.marines.mil/clwater.

On June 13, 2009, a committee of the National Academies' National Research Council released a report that reviewed scientific information regarding exposures to chemicals that were in the Camp Lejeune drinking water (including trichloroethylene, perchloroethylene, benzene, and other volatile organic compounds) and adverse health effects in prenatal children, children, and adults. All new registrants will receive a "Report in Brief" copy of this report in their welcome packet.

The Department of the Navy also continues to fund the Agency for Toxic Substances and Disease Registry's (ATSDR) current water modeling as a part of an ongoing study to determine if past exposure to contaminated drinking water at Camp Lejeune is associated with certain birth defects and childhood cancers. The ATSDR study is currently scheduled for completion in late 2011. Members of the Registry will receive a copy of this study, and other significant updates when they are complete.

In closing, I want to note that the water at Camp Lejeune is safe to drink. The drinking water wells are tested regularly and water meets or exceeds all federal and state drinking water laws and regulations.

IMPORTANT NOTICE FOR YOUR ACTION

The following is a matter of importance to members who are also members of ROA. The proposed changes adversely impact the Marine Corps representation within the Reserve Officers Association

At the June meeting of the Reserve Officers Association (ROA) executive committee meeting a proposal was made to change the executive committee’s policy and ultimately the ROA Bylaws and Constitution as it relates to the Marine Corps Reserve seat on the ROA executive committee. The proposal would have the Marine Corps Reserve seat represent the United States Public Health Service (USPHS) and allow members of the USPHS to run for the same seat. The proposal further states that “all reference to the Marine Corps shall be deemed to include the USPHS”.

The effect of these proposals if approved effectively takes away the Marine Corps Reserve seat on the executive committee thus eliminating the Marine Corps Reserve’s voice and representation in ROA. These changes will ultimately impact the Marine Corps Reserve’s voice on Capital Hill.

The next step in this process will take place at the executive committee meeting in Washington on the 11th of September. The executive committee will vote on this these proposals and if approved they will be voted on at the national conference in the winter of 2011 in Washington.

What we can do is contact the voting members of the executive committee and tell them not to support the proposal at the EXCOM meeting on the 11th of September!

Proposed changes to the ROA Executive Committee Policy Manual

Policy C-5: National Officers

Section 2: Elected Officers

c. Naval Services Executive Committeemen- The Naval Services will have executive committeeman seats designed as Coast Guard, Navy and Marine Corps. The Coast Guard seat will also present NOAA, and the Marine Corps seat will also represent USHPHS. NOAA and USPHS members may run for elected office of those designated seats.

Section 4: Elections

c. Executive Committeemen- In even numbered years, two national executive committeemen shall be elected form each service section, those from the Naval Service Section to be from the Navy and the Marine Corps. In odd numbered years, one national executive committeeman shall be elected from each service section, the one from the Naval Service Section to be from the Coast Guard.

Policy C-9 Service Sections

Section 1: Organization - The association shall be organized into Army, naval Services and Air Force service sections.

d. The Naval Services section shall include the Navy, Marine Corps, Coast Guard, Public Health Service and National Oceanic and Atmospheric Administration (NOAA). Except where the context otherwise requires, all references to the Coast Guard in the ROA Constitution and Bylaws and this policy manual shall be deemed to include NOAA, and all references to the Marine Corps shall be deemed to include the USPHS.

Impact of these Changes

1. These changes effectively takes the Marine Corps seat in ROA and gives it to the USPHS. It takes the Marine Corps voice in ROA away.
2. All reference to the Marine Corp in ROA would include the USPHS.
