PRESIDENT OBAMA PICKS TWO RETIRED MARINES
The President has selected two retired Marine Corps General Officers for his administration. LtGen Dennis M.
McCarthy has been tapped for the position of Assistant Secretary of Defense for Reserve Affairs, and MajGen
Charles Bolden has been tapped to head NASA.
The following remarks about LtGen McCarthy are taken from a White House Press Release dated May 12, 2009.
“Dennis McCarthy is a retired Marine Corps Lieutenant General whose 41 years of active and reserve service
were interspersed with over 20 years of private law practice. Since 2005 he has been Executive Director of
the Reserve Officers Association of the United States. This 67,000 member organization is chartered by Congress
to ‘support and promote … a military policy for the United States that will provide adequate national security.’
In this capacity he led educational efforts concerning issues of key importance to both active and reserve
components. He has published a number of articles on Reserve and Guard issues, and worked closely with the
Commission on National Guard and Reserve and other groups studying reserve component policy. Lieutenant General
McCarthy began his military service in combat in Vietnam, and remained on active duty until 1978. He was then an
active ‘traditional reservist’ in various infantry units and was recalled to active duty for Desert Shield/Desert
Storm and on several subsequent occasions. He also served on the Secretary of Defense’s Reserve Forces Policy
Board. From 1984 until his retirement in 2005, he commanded eight different Marine Corps or joint organizations
for a total of 161 months, including overall command of the Marine Corps Reserve as it undertook its largest
mobilization in history.”
In an announcement issued May 23, 2009, President Obama cited Major General Bolden as an individual who “will
help put NASA on course to boldly push the boundaries of science, aeronautics and exploration in the 21st
century and ensure the long-term vibrancy of America's space program.” Born in Columbia, S.C., Major General
Bolden received a Bachelor of Science degree from the U.S. Naval Academy in 1968 and later earned a Master of
Science degree in systems management from the University of Southern California in 1977.
Major General Bolden underwent flight training and was designated a naval aviator in May 1970. Between
June 1972 and June 1973 he flew more than 100 combat missions in the A-6A Intruder while assigned to
VMA (AW)-533. In June 1979 he graduated from the U.S. Naval Test Pilot School at Patuxent River, Md. and
was assigned to the Naval Air Test Center’s Systems Engineering and Strike Aircraft Test Directorates. In
1980 he was selected for the astronaut program by NASA and qualified as a space shuttle pilot astronaut in
1981. He flew four missions in space including serving as the pilot of the Space Shuttle Discovery in 1990
when he and his crew successfully deployed the Hubble Space Telescope while orbiting Earth from a record
setting altitude of 400 miles, and as commander of STS-60, the historic 1994 flight of a six member crew
including the first participation of a Russian Cosmonaut on the Space Shuttle Discovery. Throughout his
career Major General Bolden has logged more than 6,000 hours of flying time in more than thirty models of
aircraft and more than 680 hours in space.
ROOM DEDICATED TO HONOR FALLEN MARINE
Milwaukee, Wisconsin Marine recruits taking their enlistment oath at the Milwaukee MEPS hereforward
will do so in a room dedicated to the memory of Pfc Ryan Jerabek USMC. Friday, May 22, 2009, in a ceremony
attended by his parents Ken and Rita Jerabek and members of their extended family marked the dedication of
the room. All of the services were represented in the ceremony as well as a representative of the Honorable
Dr. Kagen of the 8th congressional district of Wisconsin. A reception followed the ceremony.
RESULTS OF 16 MAY BOARD OF DIRECTORS MEETING
Board members present for the meeting were Tom Green, Frank Tauches, Thomas "LPM" Howlett, Bob Donaghue,
Vern Leubecker, Charlie Allen, Gary Schroeder and Joe Vowell. Also present were members Kevin Hart and
Preston Dunphy.
President Bob Donaghue started the meeting with the distribution of the Association's IRS Form 990 for 2008.

Note: A significant amount of the expenses stated above were debts incurred during the previous
administration.
A database task force was created, to be led by Tom Green and consisting of Charley Allen, Frank Tauches,
Richard Blum and LPM. This will be a priority effort to fix our database. Without a well functioning database
we are unable to properly select those members who should receive renewal notices. It also means we cannot
conduct a proper election of officers.
The Board voted to continue the existence of the MCRA Foundation. LPM suggested it could be converted to an
unassailable Life Membership Trust with distributions from income earned by the trust as well as distributions
based on actuarial data based on the age of the life members. A group consisting of Frank Tauches, Vern Leubecker,
and Preston Dunphy will work on clarifying and updating the role of the Foundation.
The Board decided to invite the Non Sibi group to the next board meeting to discuss how they can assist the
assocciation. Bob Donaghue will send a letter to the known members to invite them.
The Board voted to continue the Awards program.
The Board voted to hold the next MCRA annual meeting in conjunction with the ROA Conference in Washington, D.C.
7-10 February 2010. The MCRA meeting will have a separate meeting prior to the ROA schedule so members can
participate only in the MCRA meeting if they so choose. Hopefully we will have a useful database by that time.
Considering that we don't have a database that would allow us to properly conduct elections at this time,
Charlie Allen made the point that the board should appoint officers as an interim measure in order to
continue to function. In that light Kevin Hart was elected to the Board of Directors. Preston Dunphy was
nominated to be a Foundation Trustee, but he deferred pending clarification of the role of the Foundation
and the Trustees.
A decision regarding paid office staffing was deferred until work to fix the membership database is completed.
In the interim we will continue to function as best we can with pro bono help and per diem temporary help.
2010 budget plan was discussed. In a previous meeting the board resolved to budget on the basis of revenue from
the previous year in order to avoid the financial crisis of the previous administration. At this point the board
has set forth a tentative budget as follows:

A VERY PERSONAL NOTE
Those of you who have been following things on the Association Web site know that the Board of Directors decided
to publish the e-WORD on a monthly basis. It has fallen upon your truly to be the person responsible for
electronic communications including the preparation of the e-WORD. Noticeably absent is an issue for the month
of April. “Sir, there is no excuse, sir!”
The truth is simply that I have not been up to the task of publishing the April edition, and I'm a little late
getting this issue out for May. I have been undergoing daily radiation treatments for prostate cancer which has
been recognized by the VA to be a result of exposure to Agent Orange while in Vietnam. The daily grind of going
to the hospital for my radiation treatments consumed time, but the side effects of the radiation also slowed
me down. The cancer was first detected five years ago at which time I underwent a laparoscopic robotic nerve
sparing radical prostatectomy. The surgeon felt fairly certain that the cancer was still contained within the
prostate capsule, but he noted that a microscopic amount of cancer was found on the margin of the capsule by the
pathologist. Obviously a microscopic amount of cancer escaped the capsule, leading to the recent detectable
return of the cancer.
My radiation oncologist okayed a break in the treatment protocol for one day in order for me to travel to the
Board of Directors meeting in Quantico. I finally finished my last treatment after Memorial Day. I'll get a PSA
test and find out if the treatments were successful next month.
Also missing from the usual electronic communication with the membership is the MCRA Newsletter. My previous
e-mail provider allowed me to send out the newsletter, but they decided to get out of the e-mail business,
leaving me high and dry. I'll be working to resolve the newsletter issue as soon as I can.

MEET THE CHALLENGE
Join the PFC Ryan Jerabek USMC Challenge Run
Ryan Jerabek, an 18 year old Hobart, Wisconsin, native had served our Nation in the United States
Marine Corps with Honor, Courage, and Commitment. Ryan was assigned to the 1st Marine
Expeditionary Force, 2nd Battalion, 4th Regiment, ECHO Co. Weapons Platoon. (2/4 Second to None)
He gave his life for the cause of Freedom on 6 April, 2004 in Ramadi, Iraq during Operation Iraqi
Freedom. Ryan was awarded the Bronze Star with Combat V for extraordinary heroism. He also
received the Purple Heart. This event is planned to take place on teh roads that Ryan ran to
prepare himself for his service in the Marine Corps.
The intention of this non-profit event is to honor and thank our veterans, all of our servicemen
and women, and to Honor and Remember our Fallen Heroes.
The inspiration and driving force behind this event came from Ryan himself. In his senior year at
Pulaski High School, he gave a speech about the Marine Corps. At the end of the speech, he
implored his fellow students with the following:
"I'd like to ask of you to thank those who fought and are fighting in the battles to keep this
country at the pinnacle of Freedom."
